PROBLEM TO BE SOLVED: To provide a server system for creating image set information into which an insertion image different from a pickup image is inserted, on the basis of pickup image information on the pickup image and meta data; a terminal device; and a program.SOLUTION: A server system 300 includes: a reception processing unit 210 for acquiring pickup image information on a pickup image captured by a terminal device and meta data added to the pickup image, from terminal devices (such as 200-1 to 200-N) connected through a network 10; an insertion image selection unit 3311 for performing selection processing of an insertion image different from the acquired pickup image, on the basis of the acquired meta data; and an image set creation unit 3313 for creating image set information in which the insertion image is inserted into the pickup image information.
