PROBLEM TO BE SOLVED: To easily manufacture an interior panel which inhibits the aesthetic quality of a surface material from being impaired and is preferably ruptured by an expansion pressure of an air bag.SOLUTION: An upper panel 11 of an instrument panel 10 includes: a base material 30 having a door part 35; and a surface material 20 bonded to a surface of the base material 30. A rear end part 36 of the door part 35 is opened by the expansion pressure of the air bag. The rear end part 36 of the door part 35 forms a base material rear end part 30a with a rear end part 32 of a base material body 31. The surface material 20 has an extension part 20a extending from the base material rear end part 30a to the inner side of the base material 30. A notch 20b is formed at a portion of the extension part 20a of the surface material 20 which is located between the door part 35 and the base material body 31.
