PROBLEM TO BE SOLVED: To provide a surface-coated cutting instrument which includes a TiBlayer as a coating and is highly improved in wear resistance and chipping resistance.SOLUTION: The surface-coated cutting instrument comprises: a substrate; and a coating formed on the substrate. The coating contains one or more TiBlayers, and the TiBlayers contain TiBand Cl. In the TiBlayers, the atomic ratio Cl/(Ti+Cl) of Ti and Cl is higher in a second region than in a first region, given that the first region is a region having 0.5 μm of thickness from the substrate-side interface, and that the second region is a region having 0.5 μm of thickness from the coating-surface-side interface.
