PROBLEM TO BE SOLVED: To provide an elastic roller including a foam elastic layer having excellent durability, and a fixing device for an image forming apparatus and the image forming apparatus having excellent durability. SOLUTION: The elastic roller 1A includes a silicone foam elastic layer 3 formed on the outer peripheral surface of a shaft 2. The silicone foam elastic layer 3 has a cell whose mean cell diameter is 200-400μm, and the standard deviation of cell diameter of which is 150-250μm.
