The present invention relates to a network access control system and a method for coding voice data thereof which include: a terminal device for registering terminal information for network access, and user information including user voice data; and a network access control device for receiving and storing the user information, extracting the center frequency and available frequency band from the user voice data, setting the extracted center frequency and available frequency band as a frequency band for sampling voice data of a user, storing the same as user coding information, coding the voice data of a corresponding user according to the user coding information set according to each user, and transmitting the voice data to a reception terminal device. Therefore, the voice quality can be guaranteed and the voice data usage amount can be reduced by providing a voice codec which is optimized for user voice characteristics by extracting the center frequency and used frequency band by analyzing the voice of the user.
