PROBLEM TO BE SOLVED: To provide a carbon catalyst granular body which allows production of a carbon catalyst ink showing good coating property and good dispersion stability at a high concentration by use of a small amount of a binder component while the carbon catalyst contains no noble metal element and has a large BET specific surface area and a low bulk density, and which can give a catalyst layer after coating in a thick film with a high density, and to provide a production method of the granular body, and a catalyst ink and a fuel cell using the catalyst granular body.SOLUTION: The carbon catalyst granular body comprises a carbon catalyst and a binder material, in which the carbon catalyst contains a nitrogen element and a base metal element, and the binder material is a resin having a hydrophilic functional group. The carbon catalyst granular body has a spherical or oval shape and has an average particle diameter of 0.5 to 100 μm.
