PROBLEM TO BE SOLVED: To provide an actuator with high swing efficiency.SOLUTION: An actuator includes: a movable part; a movable frame arranged around the movable part; a movable frame supporting part arranged around the movable frame; a first shaft part for connecting the movable part and the movable frame and for supporting the movable part in a manner swingable around a first shaft; a second shaft part for connecting the movable frame and the movable frame supporting part, and for supporting the movable frame in a manner swingable around a second shaft which crosses the first shaft; a coil provided in an annular shape along an external shape of the movable frame; a pair of permanent magnets sandwiching the movable frame and located in the direction inclined with respect to the first shaft and the second shaft in a planar view; and a core material located in the annular shape of the coil in a planar view.
