The present invention is applicable to the wireless technology field and provides a congestion processing method, apparatus, and system. The method comprises: in a process that a user equipment (UE) switches from a source cell in a congestion state of a source access network element to a destination cell in a normal sate of a destination access network element, a first access network element receiving second indication information sent by a second access network element, the second indication information being used for indicating a state of a second cell; and the first access network element sending, according to the indication message, notification information to a network side, wherein the notification information is used for notifying the network side to restore the state of the UE from a controlled congestion state into a normal state. In the present invention, it is achieved to determine, according to a current congestion state of a destination cell of a destination access network element, how to notify and how to notify, in time, a network side to restore a state of a UE to a normal state, so that a user can obtain better experience, network resources can also be utilized to the greatest extent, and further, an operator can obtain more benefits. |
