Provided are a method, an apparatus, a device, and a network system for adding a secondary cell. The method comprises: a primary base station and a secondary base station communicating with each other to obtain a uniform random access pilot code number, a PRACH mask number, and a cell random network temporary identifier of a terminal; scrambling the random access pilot code number and the PRACH mask number through the cell random network temporary identifier of the terminal, and then sending them to the terminal, so that the terminal descrambles the random access pilot code number and the PRACH mask number by using the cell random network temporary identifier, acquires the random access pilot code, and then sends the random access pilot code to the secondary base station; the secondary base station determining a Time Advance Command (TAC) according to a random access request message carrying the random access pilot code, and sending the TAC to the terminal, so that the terminal adjusts the Time Advance (TA) of the terminal on a secondary cell corresponding to the secondary base station. Through the embodiments of the present invention, when the primary cell and the secondary cell belong to a different base station, or when a delay of a connection between the primary cell and the secondary cell is long and the capacity is low, normal operation can be still performed. |
