PROBLEM TO BE SOLVED: To provide a manufacturing apparatus and a manufacturing method for a pattern phase difference film capable of producing with high accuracy, with ease and in a large amount regarding the pattern phase difference film suitable for three-dimensional image display by a passive method.SOLUTION: A manufacturing device 1 includes: an imaging unit 91 provided inside or after an exit of a dryer unit 72 for drying a composition for phase difference layer formation 13' for imaging an aligned state with a phase difference layer 13; a pattern measuring unit 92 for measuring the relative positional relation between a first phase difference region 13A on a first alignment region and a second phase difference region 13B on a second alignment region in the width direction on the basis of an imaged result by the imaging unit 91 in response to the imaging; and a mask width direction adjustment unit 93 for adjusting the relative positional relation between a first mask 21 and a second mask 22 in the width direction on the basis of the measured result by the pattern measuring unit in response to the measuring of the pattern.
