The present invention relates to a heat insulation block which comprises a honeycomb mattress in which hollow ceramic complex is filled in cells, wherein the ceramic complex is manufactured by: a step of manufacturing a mixture by mixing an organic or inorganic binder including methyl silicate or ethyl silicate, silica sol or alumina sol, a silane compound, and a solvent with a hollow ceramic filler; a first heating step of heating the mixture to 80-120 deg. C to volatilize the solvent; a second heating step of heating the heated mixture to 120-170 deg. C to induce a chemical bonding on the surface of hollow ceramic particles and to mold the ceramic complex.
