The present invention relates to a safety operation system in a tunnel, which includes: a sensing part sensing motion through a motion sensing sensor installed in a pre-established interval in the tunnel; a converting part sampling a sensing signal sensed through the sensing part and then converting the sampled sensing signal according to the communication standard; a transmission part transmitting the sensing signal converted through the converting part according to the communication standard; a central control part providing an alarm control signal in case that a vehicle is judged to enter the shoulder by receiving the sensing signal; a first alarm output part outputting a first sound alarm in order for an operator to recognize according to the alarm control signal; a second alarm output part outputting a second sound alarm together with visual alarm at the entrance of the tunnel according to the alarm control signal; and an image photographing part which photographs the area where the vehicle enters the shoulder and then transmits the photographed image to the central control part according to the alarm control signal.
