PROBLEM TO BE SOLVED: To make it possible to obtain accurate user information in any object facility on the basis of positional information obtained from a mobile terminal.SOLUTION: A terminal information processing server is able to communicate with a mobile terminal and processes information on an object facility of the mobile terminal on the basis of the positional information of the mobile terminal transmitted by the mobile terminal. A position determination unit determines whether the positional information transmitted by the mobile terminal is included in the positional information of the object facility or not. The terminal information processing server calculates time difference between clock time associated with first positional information determined to be included and, after that clock time, clock time associated with first positional information determined not to be included, and performs processing to determine that a holder of the mobile terminal is a user of the object facility when the calculated time difference is equal to or more than a predetermined time.
