PROBLEM TO BE SOLVED: To provide a cleaning device capable of favorably controlling polarities of toner on a cleaning target regardless of the temperature and humidity environment, and to provide an image forming apparatus and a process cartridge with the cleaning device. SOLUTION: The cleaning device 2 includes: a brush roller 324 for removing toner on a cleaning target 1 performing surface-movement, from the cleaning target 1; a polarity control member 323 for controlling polarities of the toner on the cleaning target 1, the member placed at a position opposing to the surface of the cleaning target 1 in an upstream side along the moving direction of the cleaning target surface with respect to the position where the brush roller 324 removes the toner on the cleaning target 1; and a voltage application means 331 for applying a voltage to the polarity control member 323. The cleaning device also includes a temperature and humidity detection means 330 for detecting the temperature and humidity in the device. The voltage application means 331 changes the voltage to be applied to the polarity control member 323 on the basis of the detection results of the temperature and humidity detection means 330.
