The present invention provides a calcium chloride reducing agent comprising 10-20 weight% of superphosphate, 15-20 weight% of potassium sulfate, 20-30 weight% of humic acid, 20-25 weight% of zeolite, 15-20 weight% of cocopeat, 2-5 weight% of seaweed extracts, and 0.1-1 weight % of halophilic microorganism and a manufacturing method thereof. According to the calcium chloride reducing agent and the manufacturing method thereof of the present invention, the calcium chloride reducing agent is manufactured by following steps comprising: a preconditioning process which increases the fineness of superphosphate and removes the foreign materials (Cl-) from calcium sulfate; a process which preprocesses superphosphate, calcium sulfate and humic acid with a pH modifier; a process which stabilizes the pH of seaweed extracts; and a process which stabilizes halophilic microorganism, thereby removing chlorine components by reacting to calcium chloride in a short time, recovering the damage due to the calcium chloride at an early stage by quickly neutralizing the calcium chloride, using excess calcium and chloride of an ion condition and salt condition in soil as a long-term plant nutrition source by absorbing the calcium and chloride to humic acid, zeolite and cocopeat and minimizing the damage of seeds due to the calcium chloride by decomposing organic compounds with the seaweed extracts and halophilic microorganism and supplying nutrients.
