The access control method comprises: the terminal receiving a message transmitted by the access network device and for use in rejecting or releasing a service initiated or performed by the terminal, where the message comprises domain wait time information or service type wait time information, where the domain wait time information is for use in indicating a wait time of a domain to which the service belongs, or where the service type wait time information is for use in indicating the wait time of a service type to which the service belongs; the terminal refraining from initiating the service during the time indicated by the domain wait time information or by the service type wait time information.
