PROBLEM TO BE SOLVED: To provide a technique for improving encoding efficiency by reducing prediction errors without increasing an encoding amount of additional information on a block pattern for motion-compensating prediction.SOLUTION: A variable-length decoding unit 201 decodes a plurality of motion vectors for the block to be decoded from an encoding stream. A main region division/motion compensation unit 203 generates a plurality of prediction blocks corresponding to the block to be decoded from a reference image using the plurality of motion vectors, determines a boundary on the basis of activity of the plurality of prediction blocks, and generates a synthesis prediction block by linking a region obtained by dividing each prediction block at a boundary between the prediction blocks. An addition unit 209 generates a decoded image by adding the synthesis prediction block and a prediction difference block decoded from the block to be decoded. |
