<p>The present invention relates to an apparatus and a method for reporting power headroom (PHR) by a terminal in a wireless communication system. The apparatus and the method comprise: receiving, from a base station, a PDCCH command for indicating random access through a physical downlink control channel (PDCCH); triggering PHR based on PHR triggering requirements; and parallelly transmitting, to the base station, a physical random access channel (PRACH) including random access preamble, a response to the PDCCH command, with the PHR, wherein the PHR triggering requirement is that the transmission power of a physical uplink shared channel (PUSCH) in which the PHR is transmitted is not to be attenuated and scaled when the terminal parallelly transmits the PHR and the PRACH in the same subframe. According to the present invention, the base station can appropriately perform scheduling and power control by excluding dump power information which can be distorted by the setting of transmission power related to the PRACH when the terminal performs the transmission in parallel.
