PROBLEM TO BE SOLVED: To provide a method of manufacturing a hollow structure plate which hardly causes failure in welding hollow protrusions and shows excellent productivity and to provide a manufacturing device.SOLUTION: Truncated cone-shaped hollow protrusions are zigzag formed on one surface of a thermoplastic resin sheet by vacuum forming to give a formed sheet. Two formed sheets are heated, and then the hollow protrusions are butted and integrally welded to each other. In an integration process, both ends in a widthwise direction of the formed sheet are heated by a calorie higher than that in a central part in the widthwise direction using a heater 22 capable of divisionally controlling heating temperatures in the widthwise direction of the formed sheet.
