PROBLEM TO BE SOLVED: To provide an electrostatic charge image developer that suppresses a decrease in the charging amount of toner.SOLUTION: An electrostatic charge image developer includes: a toner for electrostatic charge image development that contains toner particles including a polyester resin having a rosin skeleton, and an external additive; and a carrier that has core material particles, and a coating resin layer that coats the surface of the core material particle. The hardness of the coating resin layer is 1.2 or more and 2.0 or less times the hardness of the toner particle.
