<p>A control unit (130) allocates the first new call to a wireless resource of a frequency channel in which interference wave power is small, and if there is an empty wireless resource, allocates the second new call and thereafter to the same frequency channel as the wireless resource of the first new call, or to an empty wireless resource of an adjacent frequency channel. If there is no empty wireless resource, the control unit (130) selects a pair of a multiplexing call and a multiplexed call with which space-division multiplexing is possible, additionally calculates a multiplexing priority level and selects a pair of a multiplexing call and a multiplexed call having a high multiplexing priority level, carries out space-division multiplexing to generate an empty wireless resource, and allocates the second new call and thereafter to the generated wireless resource.</p> |
