<p>PURPOSE: A method for an optimized search of a high-priority public land mobile network (PLMN) and a general service scan in a limited service is provided to reduce the number of scans performed by a mobile terminal, thereby reducing battery power consumption of the mobile terminal. CONSTITUTION: Information about network topology is determined. Cell rank information about user equipment (UE) (101) is obtained. The mobility state of the UE is extracted. A double moving average principle is applied to the cell rank information of the UE. The information is adopted to determine the change of the network topology.
