A purpose of the present invention is to provide a conductive film which has improved interlayer adhesion between a hard coat layer and a conductive layer containing a transparent conductive material and which is free from separation between the layers for a long period of time. Another purpose of the present invention is to provide a touch panel which uses the conductive film. A conductive film of the present invention comprises at least a hard coat layer and a conductive layer containing a transparent conductive material, said layers being laminated on a film base in this order. The conductive film is characterized in that the conductive layer contains, as the transparent conductive material, at least one substance selected from among conductive metals, conductive polymers and carbon nanotubes and that the difference (theta∆) of water contact angles before and after an alkaline treatment is within the range of 5-55° in cases where the alkaline treatment is carried out on the hard coat layer at least under the conditions described below.
