An audio encoding device includes: a conversion unit for converting audio signals of a time domain to audio spectra of a frequency domain; a bit allocation unit for determining the number of allocated bits, using spectrum energy in predetermined frequency band units with respect to the audio spectra; and an encoding unit for determining the number of unit size pulses in the factorial pulse coding on the basis of the number of allocated bits, in frequency band units with respect to the audio spectra, and carrying out the factorial pulse coding in the frequency band units with respect to the audio spectra, using a determined number of unit size pulses.
