PROBLEM TO BE SOLVED: To provide a radio resource allocation device and radio resource allocation program, capable of preventing degradation in the throughput of a data channel so that the capacity of a downlink control channel does not become insufficient.SOLUTION: A radio resource allocation device 100 includes: an acquisition section 110 that acquires information indicating the number of antennas; a determination section 120 that determines whether or not CSI-RS should be arranged in an ePDCCH area arranged at a part of a predetermined data channel area transmitted from the antenna according to the number of the antennas; and an arrangement section 130 that arranges an ePDCCH packet, CRS and DMRS in the ePDCCH area when the determination section 120 determines that the CSI-RS is not arranged and, when the determination section 120 determines that the CSI -RS is arranged, arranges the ePDCCH packet, the CRS, the DMRS and the CSI-RS in the ePDCCH area. |
