PROBLEM TO BE SOLVED: To provide a heavy metal insolubilizer necessary for stabilizing soil contaminated with heavy metal, and to provide a treatment method of soil contaminated with heavy metal. SOLUTION: The heavy metal insolubilizer comprises magnesium oxide powder and a powder chelating agent. In the magnesium oxide powder, a mean periclase crystallite diameter is 10-50 nm, a BET specific surface area is 5-20 m<SP>2</SP>/g, an average particle diameter is 1-5μm, a ratio of particles with particle diameter larger than 10μm is not more than 10 vol.%, and apparent density is within a range of 0.3-0.8 g/cm<SP>3</SP>.
