PURPOSE: A flow rate controlling culvert is provided to form steps for flow rate by using an inclined plate, thereby reducing the material cost by downsizing a rainwater box and ensuring the easiness of construction. CONSTITUTION: A flow rate controlling culvert includes a rainwater box (100) and a plurality of inclined plates (200). The rainwater box has a passage (110) therein, and is buried under a slope (10) in the predetermined depth. The inclined plates are coupled upward and downward to be inclined along the bottom surface (111) of passage, and form steps so that the end portions of the inclined plates adjacent to each other are formed in a stepped manner.
