PURPOSE: A powdered coal fuel due to torrefying wooden biomass and a manufacturing method thereof are provided to improve calorific value and energy yield compared with a group to which activated carbon is added, thereby increasing the total amount of yield energy and decreasing the discharge amount of volatile organic compounds from a torrefaction process. CONSTITUTION: A manufacturing method of a powdered coal fuel includes: a step of adding 10 to 20 wt% of coconut-based activated carbon to coffee grounds; and a step of pyrolyzing the coffee grounds added with the activated carbon at 220 to 280°C for 10 to 60 minutes. Coal-based activated carbon is capable of being used instead of the coconut-based activated carbon. The coffee grounds added with the activated carbon is pyrolyzed and torrefied at 1 to 10% of oxygen concentration.
