PURPOSE: A non-lighting inspecting device of a lamp, a light irradiating device, and a non-lighting inspecting method are provided to utilize one optical intensity sensor with respect to a plurality of lamps, thereby reducing costs. CONSTITUTION: A non-lighting inspecting device(14) of a lamp(22) comprises an optical intensity sensor(24), an integrating unit(36), a memory unit(37), and a determining unit(38). The integrating unit obtains a sensor integration value for a predetermined period based on the output of the optical intensity sensor. The memory sensor memorizes the sensor integration value. The determining unit determines the non-lighting of the lamp. The determining unit compares the sensor integration value with a reference value and the sensor integration value with the sensor integration value of the past recorded in the memory unit, thereby determining the non-lighting of the lamp.
