A scheduler (108) allocates time resources or frequency resources to the terminal device on the basis of the line quality information. A cooperative control unit (109) requests the cooperation of the base station of the adjacent cell by means of notifying the base station of the adjacent cell detected by the terminal position detection unit (107) of the time resources or frequency resources allocated by the scheduler (108) to the terminal device present at the cell edge of the cell in question detected by the terminal position detection unit (107).
