Capability change signalling using RRC related signalling messages

In response to a change of radio capability of a user equipment (UE) during active mode connection of the UE, the UE transmits a radio resource control (RRC) related signalling message including information regarding a change of radio capability of the UE to a base station. The capability change signalling message may include information as to whether the change is temporary or periodical and the decision to use RRC related signalling for the message may be based upon whether the duration of the temporary change or a duration of one occasion of the periodical change exceeds a time threshold, in which case conventional capability change procedures could be used instead. The RRC related signalling message may comprise a RRC connection setup complete message or media access control (MAC) control element. May be used in relation to Device to Device (D2D) communication in LTE systems.
