摘要 <P>PROBLEM TO BE SOLVED: To provide an optical waveguide in which a high quality optical communication is achieved by improving an S/N ratio of signal light by having a means which guides the light propagating in a clad part to a position remote from a core part, reliable optical wiring provided with the optical waveguide, a photo-electric hybrid substrate, and an electronic device. <P>SOLUTION: An optical waveguide includes a core part and a clad part arranged adjacently to the core part. The optical waveguide has: a low refractive index region provided in the clad part, the refractive index thereof being lower than that of the core part, and contacting the core part; and a plurality of high refractive index regions having a higher refractive index than that of the low refractive index region, separated from the core part via the low refractive index region, and granular in plan view. The plurality of high refractive index regions are scattered or aligned in the clad part.
