The coating i.e. floor covering (1) has a lower structural layer (4) made of concrete formed by a cluster of 60 percent by weight of gravel (5) having a specific particle size and associated with a cement-type binder. An upper structural layer (2) covering the lower layer is formed of an agglomerate of aggregates (3) having particle size less than that of the gravel and bonded with a hydrogenated aliphatic epoxy resin, where the open porosity of the upper layer is less than or equal to the open porosity of the lower layer. An independent claim is also included for a method for manufacturing a floor covering for draining water.
