This ion exchanger, which removes impurity ions in cooling water for cooling fuel cells, is provided with: an inflow section having an inflow passage through which cooling water enters; a discharge section having a discharge passage through which cooling water is discharged; an external cylinder wherein the inflow section is installed at the upstream end, and the discharge section is installed at the downstream end; an internal cylinder that is housed inside the external cylinder; an outer passage that is formed between the internal cylinder and the external cylinder, and communicates with the inflow passage and the discharge passage; and an inner passage that is formed inside the internal cylinder, communicates with the inflow passage and the discharge passage, and is filled with an ion exchange resin capable of removing impurity ions in cooling water. Through-holes, which communicate with the inner passage and the outer passage, are formed in the internal cylinder.
