PURPOSE: A wave force generating device is provided to operate a power generator by swinging a paddle on a shaft, thereby generating electricity. CONSTITUTION: A wave force generating device comprises a body(110), a paddle(130), a speed changing unit(150), and a power generator(160). The body is arranged on the seabed and selectively moves to the outside of seawater surface. The paddle swings between a first position where wave force is applied; and a second position which allows rotation thereof by receiving the wave force. A power transmission device is installed in the body and changes the RPM of the shaft. The power generator generates electricity by the rotating force of the shaft transmitted from the power transmission device.
