<P>PROBLEM TO BE SOLVED: To provide a message receiver which allows a broadcaster to individually specify a receiver and distribute messages, without using an IC card. <P>SOLUTION: In a message receiver 5G, individual message processing means 52C comprises: designation identifier notification analysis means 522 which receives a designation identifier notification addressed to an individual identifier and causes storage means 53E to write and store the designation identifier; and message control information notification analysis means 521C which receives, as an individual message, a message control information notification having message control information added thereto and causes the storage means 53E to write and store the message control information.
