<p>PURPOSE: An apparatus and a method for treating a molten material are provided to improve productivity by simplifying a steelmaking process in order to shorten a tapping time, and stably implement a steelmaking work by smoothly supplying O3 inside a converter. CONSTITUTION: An apparatus for treating a molten material includes a container, an O3 generating unit, and a supplying unit. The container has a space for accommodating a molten metal. The O3 generating unit electrolyzes water in order to generate O3. The supplying unit supplies the O3 from the O3 generating unit inside the container. The O3 generating unit includes a storing container and an O3 generator. The storing container accommodates the water. The O3 generator is supplied with the water from the storing container, and then electrolyzes the water in order to generate the O3. The supplying unit includes a first pipe connecting the storing container and the O3 generator, and a second pipe connecting the O3 generator and the container. The supplying unit further includes a bypass pipe connecting the first pipe and the second pipe, and the O3 generator is further formed at the bypass pipe.
