<P>PROBLEM TO BE SOLVED: To provide a video transmitting method that transmits a video picture encoded in a video format that reduces deterioration in image quality. <P>SOLUTION: First, a decoding area upper limit is set as 1.5 HD (where HD=HDh×HDv, HDh: HD horizontal width, HDv: HD vertical width), and a gazing region size is set as HD as preconditions (step S1). Next, a tile size is set as a=HDh/x, and b=HDv/x (where x represents a real number), and x satisfying the decoding area upper limit is found (step S2). For example, it is determined that x=5 (step S3). With each tile set such that its horizontal size is HDh/5 and its vertical size is (1+(1/5))HDv, tile division and encoding are performed while vertically shifting the tile in units of HDv/5 (step S4).
