PURPOSE: A terminal device for reporting an uplink power control state and a method thereof is provided to efficiently set the power necessary for uplink data transmission before a terminal receives power control information. CONSTITUTION: A reception antenna receives a first message from a base station. The first message includes one or more uplink transmission power control parameters for a terminal. A processor(155) determines whether the uplink transmission power control parameters received through the first message are updated or not. A transmission antenna transmits a second message including a first indicator to the base station. The first indicator indicates whether the uplink power control parameters are updated or not.
