<P>PROBLEM TO BE SOLVED: To provide a toner that has excellent durability as a toner, charging property during use of a long period of time, and low-temperature fixability, as well as sticking resistance to a blade, offset resistance and heat-resistant storage property, and to provide a method for manufacturing the toner, a process cartridge using the toner, and an image forming apparatus. <P>SOLUTION: A toner has a core particle and a shell layer. In the method for manufacturing the toner, at least one of an aqueous phase and an oil phase to be used for manufacturing the core particle contains an inorganic base. A vinyl resin fine particle constituting the shell layer is obtained by polymerizing an aromatic compound having at least a vinyl polymerizable functional group with a vinyl polymerizable monomer represented by the following general formula (1).
