PURPOSE: An optical member, a sunlight generation device including the same, and a manufacturing method thereof are provided to increase the incidence efficiency of sunlight. CONSTITUTION: Titanium oxide particles are added to a dispersion liquid(S10). The dispersion liquid is diluted with a solvent for ethanol and isopropanol(S20). The diluted dispersion liquid is filtered through a filter(S30). The filtered dispersion liquid is coated on a transparent substrate(S40). The transparent substrate is dried at room temperature(S50). The dried transparent substrate is treated by heating(S60).
