The method includes: a control base station of a first cell which is a neighbour of a second cell receiving a request message for requesting to perform failure measurement on the second cell; the control base station of the first cell selecting user equipment in the first cell to measure the second cell according to the request message; the control base station of the first cell receiving measurement information acquired by the user equipment measuring the second cell, and generating information for judging whether or not the second cell has failed based on the measurement information; and the control base station of the first cell sending an acknowledge message including the information for judging whether or not the second cell has failed. By way of the above technical solution, auxiliary measurement for the neighbour detecting the failed cell is realized and the efficiency and accuracy of the failed cell detection is improved.
