<P>PROBLEM TO BE SOLVED: To provide a transmission device capable of preventing interference of wireless communication caused by disturbance or the like and of performing communication with a reception device with certainty by a simple structure using a single frequency channel. <P>SOLUTION: A transmission device 1 transmitting an FSK-modulated wireless signal to a reception device, has: a controller 10 deciding a transmission content to be transmitted to the reception device and a maximum frequency deviation value in FSK modulation, and outputting output information including one transmission content, one maximum frequency deviation value, and one center frequency value of the FSK modulation; a generation part 20 generating an FSK modulation signal based on the transmission content, the maximum frequency deviation value, and the center frequency value; and a transmission antenna 30 transmitting the FSK modulation signal as a wireless signal.
