<P>PROBLEM TO BE SOLVED: To perform notification of a congestion situation of a line between communication devices, imposing loads on the line as little as possible. <P>SOLUTION: A first communication device transmits a transmission signal based on an existing protocol to a second communication device. The second communication device measures a congestion situation of a line. On receiving the transmission signal transmitted from the first communication device, based on the measured congestion situation and predetermined criteria, the second communication device generates a response signal, and transmits the generated response signal to the first communication device.
