PURPOSE: An apparatus and a method for controlling a hybrid vehicle are provided to operate an air conditioner although a hybrid vehicle requires plenty of power by efficiently controlling the minimum critical point of state of charge according to a battery and a vehicle indoor temperature. CONSTITUTION: An apparatus for controlling a hybrid vehicle includes a battery controlling mode setting part(50), a battery temperature detecting part(60), an indoor temperature detecting part(70), and a controlling part(80). The battery controlling mode setting part sets a battery mode with either a maximum tractive force mode or an optimal battery managing mode according to the request of a driver. The indoor temperature detecting part detects the indoor temperature of a vehicle. The controlling part charges a battery according to the battery temperature and a vehicle indoor temperature and the operation of the battery controlling mode.
