PURPOSE: A monitoring camera and a method for controlling sub light of the monitoring camera are provided to turn a sub light on/off in connection with shutter exposure time of the monitoring camera. CONSTITUTION: A shutter control unit(115) controls shutter exposure time according to a neighbor illumination intensity and a subject speed. A sub light generating unit(107) emits sub light at a low illumination intensity during the shutter exposure time. A light emission control unit(113) outputs a control signal for turning the sub light on/off.
