Two wells (1, 2) are placed in soil at a predetermined interval, water and air are fed from the first well (1) into the ground through a lower strainer (10) by pressure, and water and air in the ground are suctioned from the second well (2) through a lower strainer (20). Specifically, water and air are supplied to the first well (1) by a water pump (12) and a compressor (15) respectively, while water is pumped up from the second well (2) by a lifting pump (21) and air is suctioned from the second well (2) by a vacuum pump (25). Then, the pressure feeding of water and air from the first well (1) into the ground and the suction of water and air in the ground from the second well (2) are repeatedly performed.
