This device comprises an operating lever (1) and a blocking device (2) comprising a casing (20), a flyweight (21) pivot-mounted relative to the casing (20), an elastic return member comprising a first part designed so that the flyweight (21) pivots against the torsional action of the first part (21) and between a blocking position it occupies in the event of an inertial shock, in which the flyweight (21) blocks the movement of the operating lever (1) in the casing (20), and a return position in which the flyweight (21) frees said movement, and a second part designed to keep the flyweight (21) in the blocking position, the operating lever (1) and a flyweight (21) being configured to collaborate in such a way that movement of the operating lever (1) with a suitable effort causes the flyweight (21) to move from the blocking position into the return position.
