In the embodiments of the present invention, instead of judging an auditing response message and initiating a logic cell deleting process to the BS after carrying out an auditing process, a target slave homing Radio Network Controller (RNC) directly sends a cell establishment request message carrying logic cell parameters and indication information for indicating that the message is triggered due to the switching of the BS control right to the BS, so that the BS is able to establish a new logic cell according to the message and the problem that the resident UEs show off-network is solved.
