Provided is a developing roller, which is suppressed in separation of a surface layer from an elastic layer in cases where the developing roller is stored and used in high-temperature high-humidity environments, and wherein a toner does not easily adhere to the surface. The developing roller is capable of forming high-quality electrophotographic images. The developing roller comprises: an axial core body; an elastic layer that is provided on the axial core body and contains a cured product of an addition-curable dimethyl silicone rubber; and a surface layer that covers the circumferential surface of the elastic layer and contains a urethane resin. The urethane resin has a structure represented by structural formula (1) and a structure represented by structural formula (2) and/or a structure represented by structural formula (3) between two adjacent urethane bonds.
